Nope, MAX
DOC have declined to do that
One theory is, that if the voluntarily reach an agreement that disadvantages WARO, then the department will be liable financially
being instructed by the court lets them off that risk
also, WARO concessionaires cant be forced to give up areas already in their concession, has to be voluntary. 2 of them refused to do that in the ruahines, and 3 others did agree to  the change back to the status quo.
so its in hunters interest to force doc to revert to the original WARO  areas
